1 Mission and Strategy: The institution has a clear Vision, Mission and Strategic Plan that  is understood by all stakeholders and provides the basis for decision-making and resource allocation.
1.1 Mission                                                   The institution has a formally approved and appropriate vision and Mission statement The institution has a clear vision and Mission statement that has been approved by MoHE. 10 In addition, each Faculty and Department have its own objectives that has been approved by the appropriate body. 10
1.2 Strategic Planning                                      The institution carries out a five-year strategic planning cycle The institution has a five year strategic plan that has been approved by the MOHE or appropriate body . The Strategic Plan includes goals relating to: research, income generation, the use of technology, international activity and the role of the institution with Afghan society. 10 In addition, the institution engages staff, students and key stakeholders in the development of the 5 year Institutional Strategic Plan. The Strategic Plan includes Key Performance Indicators. 10
1.3 Implementation Planning                           The institution develops an annual Implementation Plan that details how the milestones within the strategic plan will be delivered The institution engages staff in the development of its annual Institutional Implementation Plan. 10 In addition, each Faculty and Department has its own annual Implementation Plan that has been approved by the Chancellor or Dean as appropriate. 10
1.4 Organizational Effectiveness                    The institution is continuously improving the effectiveness and efficiency of its operation The institution engages staff and students in an annual review process. This identifies areas for improvement that are reflected in the next year’s implementation plan. 10 In addition, each Faculty and Department has its own annual review process that identifies areas for improvement that are reflected in the next year’s implementation plan. 10
1.5 Public Information                                     The institution makes publicly available  information regarding its mission, strategy, policies and governance The institution makes all the information regarding its mission, strategic goals, policies and governance  available to the public in as many formats as possible. 8 In addition, the institution makes all the information regarding its mission, strategic goals, policies and governance  available on its website and other media to ensure that it is accessible to all relevant stakeholders . 10
2 Contribution to Society and Development: The institution makes a valuable contribution to society, regional, local, and national development This is reflected in its strategic goals and informs decision-making and the activity of staff and students.
2.1 Academic activity                                        Research and teaching programs reflect the mission of the institution as an agent of social, economic and cultural development Research and academic programs clearly indicate and publicize the intended benefits to society and local, regional, national development. 8 In addition, the institution ensures that there is an annual review at the Faculty level to assess the extent and impact of the contribution to society and local, regional, national development. 10
2.2 Staff Engagement and Contribution                 All academic and administrative staff where appropriate, are engaged in activity that makes a contribution to society and local, regional, national development The majority of faculty are actively contributing to society and local, regional, national development on behalf of the Institution. 8 In addition, the institution has mechanisms to support staff working across society 10
2.3 Student Engagement                             The student body is aware of the institutional commitment to society and development and is encouraged to engage directly where possible All students are made aware of the institution’s mission, strategies and actions in relation to society and local, regional, national development. 6 Administrative staff where appropriate, have individual objectives linked to contributing to society and local, regional, national development. 8
3 Governance, Leadership and Administration: The governance, leadership, and administration of the institution is focused on the achievement of its Mission and strategic goals.
3.1 Governance                                              The institution has established appropriate and effective governance structures to oversee the delivery of its Mission and Institutional Strategic Plan The institution has established an effective Committee structure and has developed clear Terms of Reference for each Committee. 10 In addition, the institution regularly reviews the Committee structure and the performance of each Committee to ensure that there is appropriate and effective governance  across all aspects of its operation. 10
3.2 Leadership                                                   The  institution is led by a full time and effective senior leadership and management team The Chancellor, Vice Chancellors, Deans, Associate Deans and Heads of Department are full time appointments and are capable of delivering the leadership requirements of their role. 10 In addition, the performance of the Chancellor, Vice Chancellors, Deans, Associate Deans and Heads of Department as leaders and managers is reviewed within a performance review process. 10
3.3 Administration                                            The administration of the institution is focused on supporting the delivery of the mission and strategic priorities of the institution All administrative staff have a relevant job description 10 In addition, all administrative staff understand and are able to perform their administrative duties. 10
3.4 Ethics                                                             The institution strives to act in an ethical way, preventing corruption, nepotism, favoritism and ensuring that there is transparency, gender equity and fairness in all aspects of it operation. The institution has a Policy of Ethical Behavior and ensures that all staff and students understand the policy and the consequences of misconduct. 10 In addition, the institution has an effective mechanism to monitor the implementation of the Policy of Ethical Behavior and the integrity of all staff and students. 10
4 Financial Resources and Management: The institution’s resources are allocated and managed to ensure the achievement of its Mission and Strategic Plan.
4.1 Financial Planning                                  The institution ensures that its financial plans are consistent with and focused on the delivery of its strategic goals. The institution has a 5-year financial plan that is clearly aligned to the strategic goals expressed within its Institutional Strategic Plan. 10 In addition, the VC Administration uses resource and other relevant information from the other VCs and Deans in the development of the Institution’s 5-year financial plan. 10
4.2 Financial Management                         The institution ensures that annual budgets are managed efficiently The VC Administration has clear accountability for  annual budget management and reports on a quarterly basis to the relevant committee. 10 In addition, the VC for Administration develops the annual budget in consultation with Deans, Heads of Department and other key stakeholders. 10
4.3 Financial Systems                                       The institution has established effective financial management and accounting systems The institution is effectively using an appropriate financial management  system to manage its accounts. 10 In addition, the institution is able to generate financial management information and reports to support the strategic planning process. 10
4.4 Audit                                                         The institution’s income and expenditure are audited on an annual basis Official national and/or international audit reports  exist for the previous three years. 10 In addition, the external auditors commend the  Institution with a positive audit opinion letter  for the accuracy of its financial accounts and reports. 10
5 Academic programs: Academic programs are consistent with the institution’s mission and are regularly reviewed to ensure continuous improvement.
5.1 Program Requirements                                                     All academic programs clearly define their requirements and describe how they contribute to the mission of the institution. Each program has a program specification or similar document which sets out the program content. 10 All program specifications explicitly describe how they contribute to the mission of the institution. 10
5.2 Annual program Monitoring                                    All academic programs are monitored annually using a program approval and review process All programs are monitored annually. 10 In addition, program teams can provide evidence that the review process  includes the use of statistics and student feedback. 10
5.3 Program Review                              The portfolio of programs and all program curricula are reviewed within 5 years using a program approval and review process The institution is implementing a periodic review of programs process to ensure that the curriculum of all academic program are reviewed every 5 years to reflect external changes and to ensure they conform to relevant disciplinary, professional and international standards. 8 In addition, the institution is taking strategic decisions about its portfolio of academic programs based on the findings of its periodic review. 10
5.4 Pedagogy                                                      The methodologies used to teach all academic programs and enhance student learning are regularly updated All program teams strive continuously to identify and develop potential improvements to their pedagogy. 10 In addition, the majority of program teams adopt the principles of outcome-based education and student-centered learning and apply these in their pedagogy. 10
5.5 Assessment                                                  The methodologies used to assess student attainment are fair, transparent and regularly updated All program specifications make clear how courses will be assessed. 10 In addition, a variety of assessment methods are available. 10
5.6 E-Learning (Technology)                                             The institution is developing its capability to provide e-learning programs The institution is making use of available technology to deliver some parts of its program via  e-learning. 6 In addition, the institution is actively developing e-learning program. 8
5.7 Collaborative Partnerships                             The institution is developing its capacity to partner with institutions in Afghanistan and overseas The institution is effectively managing collaborative partnerships with other HE institutions within Afghanistan that will help it to deliver its strategic goals. 6 In addition, the institution has in place a system which undertakes due diligence on new collaborations to ensure they are in the best interests of the university. 8
6 Research: The institution is planning to develop its research activity and is ensuring that faculty members are engaged in research activity.
6.1 Research Activity                           The institution is undertaking a range of research activity Staff and students are engaged in research projects 8 In addition, the institution is involved in several high impact research projects. 10
6.2 Support                                                        The institution is developing the capacity to support research activity Each Faculty has established a Research Committee that is responsible for Faculty level planning and support. 6 In addition, the institution has established  a Research center and committees who are responsible for Research activity. 10
6.3 Training                                                        The institution is developing the research skills and capabilities of its faculty The institution is using institutional and national training programs to develop key faculty as research leaders within the institution. 6 In addition, the institution is implementing its own training and development program to develop research skills in the majority of faculty. 10
7 Faculty Members and Staff: The institution employs, manages and develops its faculty members and staff to ensure that it is able to achieve its Mission and strategic goals.
7.1 Academic Capacity                                                       The institution employs the number of qualified staff needed to deliver its academic programs The institution can demonstrate that it has appropriately staffed all academic programs based on the number of students enrolled. 10 In addition, the institution has a staffing plan that shows how current and future resourcing needs will be met. 10
7.2 Non-academic Capacity                                     The institution employs the number of staff needed, with the appropriate skills,  to deliver its non-academic functions The institution can demonstrate that it has appropriately staffed all non-academic departments based on the number of students enrolled. 10 In addition, the institution has a staffing plan  that shows how current and future resourcing needs will be met. 10
7.3 Staffing Policies and Processes                                       All policies and processes relating to the recruitment, workload allocation and promotion of all staff are merit-based and transparent The institution has a Human Resources department 10 The HR department has clear policies and processes relating to all aspects of the institutions relationship to staff and these are accessible to all staff. 10
7.4 Performance Review: faculty                    The performance of all faculty is reviewed annually with a view to improving the quality of their work The institution uses lesson observation to improve faculty performance 10 In addition, the institution has established an annual performance review process for all faculty that uses feedback from students that identifies areas for improvement. 10
7.5 Performance Review: non-faculty                    The performance of all non-faculty staff is reviewed annually with a view to improving the quality of their work The institution has established an annual Performance Review process for all non-faculty staff. 10 In addition, the institution ensures that all non-faculty staff have an Individual Action Plan that sets out areas for personal development. 10
7.6 Professional Development                                      The institution is identifying the development needs of all staff and is striving to address these  needs The institution has identified an individual responsible for managing all aspects of professional development. 10 The institution has established a process for identifying training needs and has a professional development plan. 8
7.7 Academic Freedom                                      Academic freedom is fostered and protected in accordance with the law The institution ensures that all staff and students are aware of the principles of academic freedom that are enshrined within the Afghan higher education constitution. 6 In addition, the institution regularly consults academic staff to ensure that they feel that their academic freedom is being respected and protected according to the constitution. 8
7.8 Staff Complaints                             The institution effectively manages complaints The institution has established and follows procedures for staff complaints. 10 In addition, the institution has a process to oversee the implementation, review and updating of the staff complaint procedures. 10
8 Student Experience: The institution ensures that it creates a positive environment in which its student body can learn, develop and prosper.
8.1 Student Data  The institution has systems for collecting and analyzing student  information Baseline information on admissions, retention, progression and attainment are collected and made available for evaluation and planning purposes. 10 In addition, the institution can provide evidence that changes are made as a result of analyzing and processing student data. 10
8.2 Student Feedback                                       The institution has processes for gathering student feedback and using it to identify areas of improvement The institution regularly consults with students and  representatives of the student body, through surveys and other methods, to better understand their needs and experience. 10 In addition, the institution informs students of action taken in response to their feedback. 10
8.3 Graduate Skills                                        The institution has defined the skills it is aiming to develop in its graduates to enable them to succeed in their careers The institution has links with employers to develop the skills students need to succeed in the workplace. 8 In addition, the institution has established a careers service that helps students to plan and pursue their careers. 10
8.4 Student Services and Support                                 The institution provides services to support the personal and academic needs of students The institution provides students with academic advising / support that addressed their academic needs. 10 The institution provides students with support services that address their personal needs. 10
8.5 Fairness and Equity                                                 The institution ensures that all students are treated in a fair and equitable manner, regardless of gender, social, physical or other disadvantages The institution has established a Fairness and Equity policy which sets out its approach towards fairness and equity and makes this available to all key stakeholders. 10 In addition, the institution has appointed a Head of Fairness and Equity who has responsibility for the implementation of the policy and for preparing an annual report to the appropriate committee. 10
8.6 Disciplinary Policy and Procedures                                                  The institution has a Student Discipline policy that governs student behavior which is given to all students and overseen by committee structures The institution has a Student Discipline policy, giving details of disciplinary procedures, that is overseen by Discipline Committees at the Institution and Faculty level. 10 In addition, the institution has consulted with students in the development of the Student Discipline policy and has included students in  disciplinary procedures when appropriate. 10
9 Quality Assurance and Enhancement: The institution has structures and processes to review and continuously improve the quality of all aspects of its activity.
9.1 Organization and Management                                            The Institution ensures that Quality Assurance and Enhancement policies and processes are led and managed effectively at all levels in the organization according to the bye law Quality Enhancement Committees at the Institutional and Faculty levels provide strong leadership and management of quality assurance and enhancement processes. 10 In addition, the senior management of the institution is directly involved in quality assurance and enhancement activity through attendance at  Quality Enhancement Committees and through their efforts to resolve barriers to quality enhancement. 10
9.2 Resources                                                    The Institution ensures that the implementation of Quality Assurance and Enhancement policies and processes are supported adequately by staff and facilities The institution has established a Quality Enhancement Office to support the work of the Quality Enhancement Committees as appropriate. 10 In addition, the institution has appointed a Head of Quality Enhancement to oversee the Quality Enhancement Office to support the work of all  Quality Enhancement Committees and the implementation of Quality Assurance policies and processes. 10
10 Library and Information Resources: The institution provides students and faculty with adequate access to appropriate library and information resources.
10.1 Capacity                                                   The institution provides sufficient library/information resources to support its research and academic programs The institution has sufficient library and information resource facilities resourced by staff with the necessary skills and expertise. 10 In addition, the institution has a development plan for Library and Information Resources. 10
10.2 Management                                         The library/information resources are effectively managed in order to support the achievement of academic and administrative objectives The institution has put in place a process to ensure the effective use of library and information resources. 10 In addition, the institution has appointed a Head of Library/Information Resources who has responsibility for the operation, maintenance and development of the library and information resources. 10
10.3 Access                                                            The institution ensures that staff and students have appropriate access to library/information resources The library/information facilities are open and available to staff and students for an appropriate period of time. 10 In addition, the institution has a plan to develop e-resources in order to increase access. 10
11 Teaching, Information Technology  and Facilities: The institution’ facilities and IT infrastructure are adequate for the achievement of its Mission and strategic goals.
11.1 Teaching Facilities                                                   The institution provides sufficient teaching facilities to support research, theoretical and practical teaching and the needs of students The institution provides and effectively maintains adequate teaching facilities to meet the requirements of its academic programs. 10 In addition, the institution has a development plan for its teaching facilities. 10
11.2 Information Technology                                        The institution is striving to provide staff and students with an up-to-date and effective information technology infrastructure The Institution has put in place a process to ensure the effective use of library and information resources. 10 In addition, the institution has appointed sufficient staff  for information technology to oversee the maintenance, operation and development of information technology. 10
11.3 Facilities   The institution provides the appropriate level of facilities The Institution has appointed a person responsible for their campus. 8 In addition, there are plans in place to maintain and develop the campus. 8
11.4 Health, Safety  and Security                                                 The campus environment is safe for students and staff  Processes are in place to regularly review and improve health, safety and security procedures. 10 Emergency procedures are in place to deal with security issues, accidents and natural disasters. In addition, the university has identified a person responsible for health, safety and security of the students and staff. 10
